How many Google reviews do you actually need to outrank the shop next door?
The honest answer: fewer than you think, but they have to be recent. Here's what moves the map pack and what doesn't.

Everyone asks for a number. There isn't one — but there is a pattern. Review count gets you into consideration; review recency and velocity are what actually move you inside it.
If the business above you in the map pack has 180 reviews and you have 40, you are not 140 reviews behind. You are behind on the last ninety days. Google's local ranking signals lean on freshness, and a steady trickle of four or five reviews a month reads very differently to a burst of thirty two years ago.
That is the whole argument for putting something physical on the counter. It converts the moment the customer is happiest — which is the moment they are standing in front of you, not the moment they read your follow-up email three days later.
Practical target: get to one review per week and hold it. For most small Australian businesses that is two or three taps a day of foot traffic, which a counter stand handles without anybody on your team having to ask.
